Gender and Development Office

GADO Logo The Gender and Development Office (GADO) is dedicated in pursuing gender mainstreaming. To promote and uphold human rights in advocating gender sensitivity and responsiveness in the academe, research, and extension sector, including mainstreaming gender and development in the policies, programs, and processes of the University, its branches, and campuses for the general welfare of the organization and its clients.

The GADO envisioned a gender-sensitive, responsible and responsive PUP community.

Message from the Director

Mercedes Camille V. Ocampo, LLB Ma-GAD na buhay sa ating lahat! The Gender and Development Office is crucial in addressing gender-related matters, issues, and concerns of our Sintang Paaralan. As the technical working group of the University’s GAD Focal Point System (GFPS), the Office facilitates gender mainstreaming efforts in all projects and programs of the University, from instruction, research, extension, and advocacy work.

While many of the functions of GADO revolve around the requirements set forth by law, the Office is focused on creating a safe space for all members of the University where gender equality, diversity, and inclusivity thrives. GAD is Good!

GAD Centers

Center for Gender Training and Advocacy

The Center strives for Gender Equality through conducting Gender Responsive Activity. The Center for Gender Training and Advocacy (CGTA) is responsible for seminars, capacity-building workshops, and trainings including advocacy activities that are focused with the organization (teaching and non-teaching personnel) and its clients (students and industry partners in extension projects) promoting GAD through gender mainstreaming. The center is also open for collaboration with other Universities, LGU, and NGOs in mainstreaming gender and development. Specifically, the center has the following duties and responsibilities:

organizes seminars, capacity building workshops, and trainings including advocacy activities that are focused on the organization (teaching and non-teaching personnel) and its clients (students and industry partners in extension projects) promoting GAD through gender mainstreaming;
manages the coordination with and provision of technical assistance to other sectors of the university on conducting gender-responsive program and activities;
influences the gender-responsiveness of sectoral mechanisms, frameworks, tools, and policies;
coordinates and conducts GAD capacity development sessions, e.g., GFPS Assemblies, GAD Plans & Budget Forum a, partnership-building in training delivery, etc;
coordinates work with the human resource development office on the development and implementation of an appropriate capacity development program on gender equality and women’s empowerment for its employees based on the university GAD mandate and approved GAD plans and activities;
collaborates with other units of the University or external partners with LGU and NGOs in mainstreaming gender and development; and,
develops and updates modules and tools for GAD-related capacity building programs of PUP and mainstreaming the GAD perspective in various training programs.

Center for GAD Focal Point System

The PUP GAD Focal Point System (GFPS) is responsible for preparing and supervising the University GAD Plan and Budget (GPB) and GAD Accomplishment Report (GAD AR) to be submitted to the Philippine Commission on Women. The Center for GAD Focal Point System (CGFPS) is mainly responsible in coordinating with colleges, branches, and University offices in implementing the GPB. CGPB under the supervision of RIGAD Director is also responsible in training the PUP GFPS for the maintenance and improvement of GAD mechanism in the University. CGFPS is also responsible in preparing Audit Observation Memo (AOM) with the help of responsible offices if any. Specifically, the center has the following duties and responsibilities:

coordinates with the GFPS especially in the preparation, consolidation, and submission of PUP GAD Plan and Budget;
formulates agency GAD plans, programs, and budget based on the university GAD mandate and approved GAD plans and activities;
reviews and monitors the gender-responsiveness of sectoral agency development plans, including gender and development plans, and consolidate sectoral inputs and perspectives in the overall monitoring and reporting responsibility of PUP;
monitors the implementation of GAD-related programs, activities, and projects of different colleges, branches, campuses and suggest corrective measures to improve implementation of GAD Projects and GFPS activities, if necessary;
prepares and consolidates agency GAD accomplishment reports and other related reports as required by the university and the national government;
keeps all records and documents of the GAD Focal Point and the Committees; and,
creates and monitors the different responsible committees of the GFPS.

Center for Inclusivity and Diversity

The Center for Inclusivity and Diversity has the main function to provide support mechanisms to its various stakeholders regardless of their political, social, cultural, and economic stature. Specifically, the Center has the following functions:

coordinate with the EMO and other University Offices in formulating a Diversity and Inclusion Program (DIP) for the University, complete with Plans, Programs and Budget in response to the needs of the internal stakeholders as well as the gaps and issues faced by the members of the basic sectors of the society such as the senior citizens, persons with disability, women, and children, indigenous peoples and other marginalized sectors of the community;
work with the appropriate offices in the university on the development and implementation of the University DIP to advocate equality, equity, and empowerment for the members of the basic sectors of the society;
coordinate with the colleges, branches, campuses on possible collaborative projects and activities on diversity and inclusivity;
coordinate with external institutions to promote collaborations and partnerships on diversity and inclusivity-related projects and activities; and,
submits reports and coordinates with the director of EMO on other university-assigned and related work/activities.
